The starry rockfish is reasonably common in the habitat it occupies, and the habitat is the problem. Adults live on deep reef between roughly 197 and 489 feet, and while records exist from as shallow as 49 feet in one source and 79 in another, the fish that a diver could actually reach are the rare edge of the distribution rather than the population. The species has no stock assessment of its own. In federal management it disappears into a minor shelf rockfish complex, and in the fishery it shows up as bycatch in trips aimed at something else, because it is too small to be worth targeting. The IUCN has never evaluated it.
Abundance is centered between central California and central Baja California, and it drops off toward both ends of the range. This is a fish on the CDFW groundfish identification chart because party boats fishing 300 feet of water pull them up, not because anyone goes looking for them.

Location
Starry rockfish live from northern California, given as San Francisco by FishBase and as Humboldt County by other accounts, south to southern Baja California. They are found only over hard bottom, near large boulders or tucked into crevices, and they are sedentary to a degree that stands out even in a sedentary genus: an individual stays in the same patch of seabed for its entire life.
The fish is worth knowing on sight because it is one of the more striking rockfish on the coast. The body and fins are orange-red, darker across the back, with 5 or 6 large white blotches along the upper flanks and a scatter of small white spots across the upper body and head. The species name means studded with stars, which is exactly what the pattern looks like. Adults run darker than the young. The fish reaches 18 inches and about 2.2 pounds and lives up to 32 years, which is a long life for a fish that size. As with every rockfish, the fin spines are sharp and carry mild venom, so a careless grab delivers a puncture that hurts well out of proportion to its size.
Diet is what a deep-reef ambush predator eats: fish, krill, octopus, and other invertebrates. Reproduction follows the family pattern, with internal fertilization and live birth, and females are reported to release up to 225,000 larvae a year. The larvae and juveniles drift in open water before settling to the reef.
Spearfishing Brief
The honest brief for this species is short. A starry rockfish is legal to take in California, inside the 10-fish rockfish bag with no size limit and no sub-limit, and spear divers are exempt from the season and depth rules the boats have to follow. None of that helps, because the fish lives between 197 and 489 feet and a diver does not.
The encounters that do happen are accidents at the shallow end of the range, on deep reef, and they are rare enough that no approach has developed around them. If one turns up, it behaves like the deep reef fish it is: sedentary, tied to a specific patch of rock, sitting near a boulder or in a crevice, and untroubled by an approach. That makes the shot trivial and the finding nearly impossible, which is why the difficulty here is entirely on the search side. Any short reef gun would cover the shot.
There is no spearfishing literature for this species and no California angling record on file, and nobody has published a description of how it eats. This entry deliberately leaves the table quality blank rather than guessing at it.
Deep Dive
David Starr Jordan and Charles Henry Gilbert described the starry rockfish in 1880 and gave it a name that does the work of a field guide, because the species epithet means studded with stars. It belongs to a group of deep-reef rockfish that share the same general design, a compact orange-red body covered in pale markings, and the specific arrangement is the identification. Starry rockfish carry 5 or 6 large white blotches on the upper flank with fine white speckling over the top of that. Rosy rockfish, which lives shallower, carries 4 to 6 squarish white blotches under the dorsal fin without the speckling. Honeycomb rockfish carries dark scale edges that read as a mesh. On a boat deck those distinctions decide what goes in the bag; on the chart they are the whole point of the drawings.
The color is doing something other than showing off. Red light is the first part of the spectrum that seawater absorbs, and by 200 feet there is essentially none of it left. An orange-red fish covered in white spots is vivid under a dive light and nearly invisible under natural light at the depth it actually lives. The same logic explains the color of most of the deep rockfish, the vermilion and the rosy and the greenspotted among them.
What is known about the life history is thin and mostly demographic. The fish reaches 18 inches and 2.2 pounds, matures around 9.6 inches, and lives to 32 years. Females release live young, up to 225,000 larvae a year, which drift as plankton before settling onto hard bottom. Predation is attributed to other fish, seabirds and marine mammals without numbers behind it. That is the extent of it. There has never been a stock assessment for the species alone, which means there is no time series of abundance, no estimate of fishing mortality, and no way to say whether the population today is like the population of 40 years ago.
The gap is not an oversight so much as a consequence of how fisheries science allocates attention. Assessments follow landings, landings follow markets, and no market ever developed for an 18-inch fish that comes up from 300 feet as an incidental catch. The species ends up managed as one line in a complex, its status inferred from the complex rather than measured. That is the normal condition for most of the rockfish on the identification chart, and it is worth stating plainly rather than papering over.
