The Pacific electric ray is the only fish on this coast that carries a weapon capable of knocking down an adult human, and most divers who share the water with it never know it is there. The species is described as generally common along the California coast from Monterey Bay south into Baja California, and the International Union for Conservation of Nature assessed it as Least Concern in 2024. Encounters are still not routine. The ray is solitary and nomadic, spends the day resting on the bottom or buried in sand with only its eyes showing, and does its moving at night. Commercial fisheries do not target it, and the few that come up arrive as accidental catch in trawl nets and gillnets.

The animal has no bag limit of its own in California, so it sits inside the general ocean finfish rule of 20 fish in combination with no more than 10 of any one species, and it carries no minimum size. Almost nobody takes one on purpose.

The Pacific electric ray lives in the eastern Pacific from Dixon Entrance in British Columbia south to Sebastian Vizcaino Bay in Baja California. Rays recorded off Peru, Chile and Japan may belong to the same species, which is unresolved. Depth records run from the surface to about 2,970 feet, and the usual band is 10 to 660 feet.

Where in that band the ray sits depends on latitude, and the difference matters to a diver. Off California the species holds shallow, between roughly 10 and 100 feet, which is exactly the depth of a normal shore dive on a reef or a sand flat. Off Baja California the same animal lives between about 330 and 660 feet. A diver in Southern California is in its water. A diver in Baja is not.

The bottom it wants is mixed. Sources put it around rocks, in kelp beds, over fine sand, and buried in the sand itself. It also ranges out onto the outer continental shelf, the gently sloping shallow seafloor that extends from the beach to the point where the bottom drops away. One habit sets it apart from every other ray on the coast: it can hold its position in open water with almost no swimming, hanging in the middle of the water column like a resting shark rather than lying flat on the bottom. A diver who sees a large dark disc suspended off the sand, doing nothing, has found one.

The body is unmistakable once seen. The disc is thick, soft and rounded rather than angular, gray with scattered black spots and no eyespots, and the first dorsal fin on the tail is much larger than the second. Females grow larger than males and reach about 4.6 feet in length and 90 pounds. The oldest recorded individual was 16 years.

Deep Dive

The electric organs are 2 kidney-shaped blocks of modified muscle tissue, 1 on either side of the head. A large ray discharges about 45 to 50 volts, and because the internal resistance of the organ is very low, the power that flows during a discharge has been measured above 1 kilowatt. That is roughly the draw of a household space heater, delivered underwater in a pulse.

What the ray does with it was worked out off Santa Barbara, California, and the answer surprised the biologists who found it. Bray and Hixon published diving observations in 1978 showing that Pacific electric rays move onto shallow inshore reefs after dark and hunt fish actively, using the discharge as the killing tool. The paper ran in the journal Science and made its cover. Before that work the animal was largely assumed to be a sluggish bottom-dweller that shocked whatever wandered close. The reality is a nocturnal predator that leaves the sand to go looking.

The 2 modes of attack are different. By day the ray strikes from the bottom, taking prey that comes within reach of an animal lying still. At night it drifts above the seafloor, discharges to stun a fish, then wraps its disc around the stunned prey and swallows it whole and head first. The prey list is all bony fish and it is not small: anchovies, herring, hake, mackerel, croakers, rockfish, surfperch, kelp bass and flatfish. A ray that eats adult kelp bass is not scavenging.

Reproduction is live-bearing, and the mother nourishes her young inside her body. The embryos start on yolk and then absorb a nutrient-rich fluid produced by the wall of the uterus. Litters run up to 17 pups. The reproductive cycle is annual in males but only every second year in females, and no birthing season has been identified, which means pups can arrive at any point in the year. A 2-year female cycle with a small litter is a slow way to replace a population, and it is the reason a locally depleted group of these rays would take a long time to recover.

The question every diver asks is whether the thing is dangerous, and the honest answer has 2 halves that pull in opposite directions. The first half: the discharge is genuinely powerful, strong enough to knock down an adult human, and this ray does not necessarily leave when a diver arrives. A harassed electric ray has been recorded charging at divers with its mouth open, which is not behavior any other ray on this coast has been described doing. The second half: there is no record of one injuring anybody. FishBase, which classifies fish by the specific hazard they pose, states plainly that the species is aggressive when provoked and that no human has yet been injured by the shock, and the Monterey Bay Aquarium says there is no record of them harming humans. Contact with the charge is described as causing numbness.

The practical rule that falls out of those 2 halves is distance rather than fear. The animal is not looking for a fight and it is not stalking anyone. It also does not flee the way a bat ray or a thornback does, which removes the margin for error that divers on this coast are used to having. A diver who spots the thick spotted disc and simply keeps swimming will have an uneventful dive, and a diver who decides to touch it is running an experiment nobody has published the results of.

One last note on the name, because it makes the literature hard to search. The species was known for more than a century as a member of the genus that gives the whole family its name, and nearly everything written about it, including both of the field studies on its hunting, was published under that older name. Taxonomists have since moved it to a separate genus, and the World Register of Marine Species now lists the new combination as the accepted one. The fish did not change. Only the label did.
