The cowcod is the West Coast rockfish that came back and stayed closed, and both halves of that sentence matter. Fishing through the 1970s and 1980s took the population down to 9 percent of its unfished biomass by 1989. The stock was declared overfished in 2000, retention was shut off in January 2001, and California closed roughly 4,300 square nautical miles of ocean to bottom fishing to protect it. A 2019 assessment put the stock back at 57 percent of unfished biomass and it was declared rebuilt.

California still allows no retention at any time. The cowcod is 1 of only 4 rockfish on the state's no-take list, alongside bronzespotted, quillback and yelloweye rockfish, and that prohibition binds spear divers exactly as it binds anglers. A rebuilt stock is not the same thing as an open fishery, and for this species the recovery has not reopened the recreational take.

The reason sits in the biology. FishBase rates the cowcod very low resilience, with a population that needs more than 14 years to double and a generation time of about 21 years. Females do not mature until around age 16. A fish like that can be fished down in a decade and takes 3 decades to rebuild, so managers hold the line long after the numbers look better.

Cowcod live from Usal in Mendocino County south into central Baja California and out to Guadalupe Island, which makes them close to a California endemic among the big rockfish. Adults larger than about 17 inches hold on rocky bottom between 295 and 984 feet, with records past 1,600, and they are ambush predators over rock structure, rocky reef, and the base of man-made structure. They are solitary and territorial. Juveniles live shallower and on entirely different ground, over fine sand and clay between 131 and 328 feet, which is still well below where anyone dives.

The fish is one of the largest rockfish on the coast, reaching 39 inches and around 30 pounds. The build is unmistakable: a deep compressed body, a very large head carrying heavy spines, a prominent lower jaw, and eyes that look small for the size of the head. Adults run cream, pink, salmon, orange or gold, sometimes with dark or red barring, and the species changes color quickly. Juveniles carry gold or brown bars on a pale ground and look like the young of several other rockfish, which is one reason juvenile identification on a boat matters. Diet is benthic: crabs, octopus, shrimp and small fish.

A note on habitat descriptions for this species. Some accounts list kelp forest among its habitats. The depth data put adult cowcod hundreds of feet below any kelp, so if there is a kelp association it belongs to young fish, and this entry does not claim that divers encounter cowcod in the kelp.

Deep Dive

Carl and Rosa Smith Eigenmann described the cowcod in 1889 from a specimen taken at Cortes Bank, the offshore seamount southwest of San Diego, which is a fitting type locality for a fish whose whole life happens on hard bottom that most people never see. The species name means light or mild, and it may refer to the pale adult coloring or to the fast color changes the fish performs.

The collapse and recovery of this species is the clearest case study on the California rockfish chart, and the numbers tell it without commentary. Unfished biomass sits at 100 by definition. The stock hit 9 percent in 1989. The overfished declaration came in 2000. Retention closed in January 2001 and stayed closed for a decade before limited trawl quotas resumed. The stock reached 57 percent by 2019 and was declared rebuilt. That is 30 years from the low point to the recovery, on a fish that lives 55 years.

The Cowcod Conservation Areas were the geographic half of that program: large closed blocks in the Southern California Bight where bottom fishing stopped entirely, chosen because they covered the deep rocky banks where the adults live. Those areas were converted into Groundfish Exclusion Areas in January 2024, on a much smaller footprint, with trawl restrictions kept in place. That conversion comes from a single secondary source and is set down here with that caveat rather than as a settled fact.

What makes the cowcod so slow to recover is late maturity stacked on top of long life. Females do not mature until roughly age 16, males at about 14, at lengths near 19 inches. Compare that to a black-and-yellow rockfish maturing at 3 or 4 years, or a widow rockfish at 8. A cowcod spends its first decade and a half producing nothing at all, and every one taken before that point is a total loss to the population. When a female finally does reproduce, she does it on the scale the family is known for, carrying eggs from November through May and releasing up to nearly 2 million larvae in a season. Those larvae drift for about 100 days before settling to the bottom at roughly 2 inches long.

There is no edibility section on this page, and that is deliberate. The fish cannot be legally taken in California, so its table quality is not information anyone here needs, and none was researched. What a diver needs to know about the cowcod is what it looks like, that it is not legal to take, and that its recovery is one of the few unambiguous wins in the recent history of West Coast groundfish management.
