The gopher rockfish is the workhorse of the shallow California reef. It accounts for about half the estimated take of all the shallow nearshore rockfishes in the state, and between 2004 and 2006 it made up 9.3 percent of every rockfish landed from private boats. Abundance is concentrated between Mendocino County and Santa Monica Bay, and the fish is rare on either side of that stretch. It has not been assessed by the IUCN Red List. California completed its first stock assessment for the species in May 2005, covering the coast from Point Conception north to the Oregon border, and found that portion of the stock healthy under state criteria; a later assessment in 2019 treated gopher and black-and-yellow rockfish as one unit. Recreational landings peaked in 1986 at nearly 500,000 fish, and the state cut the recreational harvest limit in half in 2000. For a diver in central California kelp, the gopher rockfish is a fish seen on every dive, though not always noticed.

Location
Gopher rockfish live from Eureka, California south to Punta San Roque in southern Baja California, with recent records pushing the northern edge to Cape Blanco in southern Oregon. They are rare north of Sonoma County and rare south of Santa Monica Bay, so the heart of the range is central California. The habitat is rocky reef with caves and crevices at the base of kelp beds, and the fish shares those reefs with kelp, blue, and olive rockfish. Records run from the intertidal zone down to 264 feet, but adults sit between 40 and 120 feet. When a big swell runs, they move into crevices in high-relief rock and wait it out.
That depth band is not an accident, and the reason is the fish next door. The black-and-yellow rockfish is the gopher rockfish's sister species, so close that color is the only reliable way to tell them apart: pink or flesh-colored spots on brown for the gopher, yellow spots on black for the black-and-yellow. The 2 species divide the same reef by depth. Black-and-yellow rockfish are the more aggressive of the pair and hold the food-rich shallow zone, and gopher rockfish take refuge deeper. That split starts before either fish is an adult, because the larvae settle preferentially at different depths, and it is then enforced by hard fighting over contested ground. The 2 species are close enough that geneticists have found evidence of recent interbreeding between them, and California's commercial catch records show the confusion plainly: at one point 34.4 percent of the fish landed under the black-and-yellow market category were gopher rockfish.
Individual gopher rockfish barely travel. Off southern California, home ranges measured between 15 and 45 square feet, growing larger with the size of the fish and the depth of the water. A year-long study at 3 California sites sorted the fish into 3 patterns of space use. Some hold a shelter hole inside a larger patrol area. Some keep the shelter hole and the feeding ground apart, and commute between them. Some hold no exclusive ground at all, drifting through other fish's territories and staying out of the way of the dominant ones. California's status report gives those 3 groups plain names: home-bodies, commuters, and floaters.
Spearfishing Brief
The gopher rockfish is the closest thing central California has to a sitting duck, and the reason is written into its biology. This is a territorial fish holding a patch of reef the size of a bathmat, with a shelter hole at the center of it. It does not leave, because leaving means giving up the hole. Gopher rockfish rest on the rock or just inside a crack, they tolerate a close approach, and they rarely bolt. The technique is the ordinary one for reef rockfish: descend without noise, let the reef settle, then come at the fish from above and to the side rather than swimming straight at the opening it is sitting in.
The shot itself is a novice shot, which is why the difficulty sits at 1. The one thing worth getting right is placement, because a gopher rockfish that takes a body shot next to its own shelter hole can rock up inside the rock and be lost. A spine or head shot ends it on the spot. The range is short and the structure is tight, so the gear stays small: a 6 foot polespear with a paralyzer tip, or a speargun in the 50 to 65 centimeter range. Gopher rockfish reach about 17 inches at the outside, and it is rare to see one over 15 inches in central California or over 8 inches in southern California, so heavy gear is wasted on them.
Finding them is the harder half, which is the reverse of how the fish looks on paper. In central California kelp, gopher rockfish are one of the most abundant fish on the reef, so a diver in the right location is already over plenty of them. They are also mottled brown with pale blotches, sitting against mottled brown rock, in a hole. California's own status report puts it directly: gophers make up a very small share of the recreational take by divers because of their small size and their relatively cryptic nature. The fish are there. The eye has to learn the shape of a head in a crack.
The great majority of the pressure on this species comes from rod and reel, not from spearfishing. Gopher rockfish are landed most heavily from private boats and piers, and the bag limits are written against that fishery.
Deep Dive
The gopher rockfish was described in 1880 by David Starr Jordan and Charles Henry Gilbert. It is small for a rockfish, reaching about 17 inches, and it is a deep-bodied fish with a steep head profile, 5 pairs of large head spines, 2 dark lines running back from the eye, and a lower lip that runs yellow to orange. Maximum age is 35 years, though few fish are aged past 20, and males grow slightly faster and reach full size younger than females. Size at maturity shifts with latitude, with southern fish maturing smaller. Off central California a few females are mature at 8.3 inches, and the largest immature female on record measured 12.2 inches.
Reproduction begins with courtship rather than a broadcast. Fertilization is internal, the female carries the developing young, and a female between 6.2 and 10.8 ounces carries roughly 249 eggs for every gram of her body weight. She releases larvae a fifth of an inch long between January and May, peaking in March. Those larvae drift for 30 to 90 days and then settle into the kelp canopy at about an inch long, which is large for a settling rockfish, and they stay close to the kelp fronds. At around 2 inches they drop to the forest floor. Survival from one year to the next swings hard. North of Point Conception, Santa Barbara County, recruitment was weak through the 1970s and peaked in the mid-1980s and mid-1990s, which lines up with a shift toward warmer ocean conditions.
Feeding happens at night, from ambush. Adults take bottom crustaceans, mostly shrimp and small crabs, along with small fishes including juvenile rockfish, sculpins, surfperch, and kelpfishes, plus marine snails, squid and octopus, brittle stars, and polychaete worms. Juveniles eat drifting animals, mainly larval barnacles. Documented predators include sharks, dolphins, and seals, and the hook-and-line fisheries take a substantial share as well.
There is one detail about where the young fish live that changes how the species is understood. A survey of a Baja California tide pool found that 94 percent of the gopher rockfish in it were juveniles, which suggests that rocky intertidal pools may serve as nursery ground for a fish that spends its adult life well below the tide line.
On the plate the gopher rockfish earns its nicknames. Divers and anglers call it the butterball and the butter bass, and both the California fishing literature and spearfishing sources rate it excellent: sweet, firm, and white, suited to pan-frying or cooking whole. Cleaning one is fiddlier than the size suggests, because they are stout fish with thick ribs, but the yield off a gopher rockfish is very good for a fish this small. California law requires the skin to be left attached to any rockfish fillet at sea so the species can still be identified, which matters more for this fish than most, since even the commercial catch records could not reliably tell it from its sister species.
