The black rockfish is the most commonly caught nearshore fish along much of the Oregon and Washington coast, and one of the reasons the Pacific Northwest rocky shoreline is worth diving at all. Populations are not at their historic peak. The 2023 NOAA stock assessment estimated the California spawning output at about 38 percent of the unfished level, up from 33 percent in the 2015 assessment. The species has not been formally assessed by the IUCN Red List. Recent harvest limits in California, Oregon, and Washington are managed against those assessment numbers, and the fish is considered more resistant to overfishing than most of its rockfish relatives, in part because it grows and reproduces faster than the deep-water rockfish that share its family. Puget Sound is the exception. Rockfish retention is prohibited across most of Puget Sound to protect ESA-listed yelloweye and bocaccio rockfish, which cannot easily be distinguished at depth from black rockfish and the other species schooling with them.

Black rockfish live along the eastern Pacific coast, from Amchitka Island in the Alaskan Aleutians south to Santa Monica Bay, California. Two isolated records exist from Iwate Prefecture in Japan. The center of the population is in Oregon and Washington, on shallow rocky reefs and continental-shelf banks. They occupy water from the surface down to about 1,200 feet, though most fish sit inside 180 feet on the same rocky bottom lingcod prefer. Along the Oregon and Washington coasts they concentrate around jetties, headlands, and estuarine structures. Adults form schools that hold over rocky bottom or rise to the surface, a habit that makes them easy to find and also easy to over-exploit. Juveniles are pelagic, drifting in open water for their first year before settling onto the reef. The species prefers cold water, in the range of 45 to 48 degrees Fahrenheit, which is why it is a foundation of the Pacific Northwest bottom fishery and a marginal catch in Southern California.

Spearfishing Brief

The black rockfish is the entry-level Pacific Northwest speargun target, and both halves of the hunt are straightforward for the same reason: schools of the fish hold in shallow rocky water where divers can actually reach them. Finding one rates a 1 on the 1-to-5 scale. A diver who drops onto rocky bottom at any of the productive Oregon or Washington reefs, or who swims along the outside of a jetty in coastal water, will encounter black rockfish in schools of dozens or more. The fish sit in the middle of the water column above rock or hang in loose clouds around jetty pilings. Their dark mottled bodies are visible against the surface light from below.

The shot rates a 2. Black rockfish get very little diver pressure in most of their range, and they do not treat a diver as a threat. A slow approach through a school lets a diver pick a size and place the shot. When a fish is missed or a shot fish drops off the spear, the school scatters briefly and reforms within a minute or 2 on the same rock. Community accounts converge on a mid-length speargun of 75 to 100 centimeters with a standard flopper tip, because the shot is close and the fish is not thick-skinned. Larger, heavier open-water guns are unnecessary and slower to reload between shots in the middle of an active school.

The species is also the target of much of the Pacific Northwest rod-and-reel bottom fishery, taken on rubber-tailed jigs, shrimp flies, and bait fished near the bottom. That fishing pressure, not diver pressure, is what set the current bag limits.

Deep Dive

Black rockfish belong to the rockfish family, a large group of live-bearing Pacific fishes that includes more than 60 species along the west coast of North America. Rockfishes are famous for 2 things: extreme longevity and slow growth. Black rockfish are among the shorter-lived of the group, and they still commonly reach 30 to 40 years, with a maximum recorded age of 49 years off Alaska. Maximum size is about 25 inches and 11 pounds. Distinguishing features include a mottled gray-and-black body, a black spot on the back of the spiny dorsal fin that fades as the fish grows, and dark stripes running from each eye across the gill cover. The underside pales to white.

Reproduction is not the usual scatter-spawn of most reef fish. Rockfish are live-bearers. Females carry the fertilized eggs inside the body and release live larvae into the water column, where the young drift as plankton for several months. A single female black rockfish produces between 125,000 and 1.2 million young per year, depending on her size. Most of the release happens in late winter and early spring.

Diet in adults is a mix of small schooling fish, squid, octopus, and krill. Documented predators include seals, sea lions, larger predatory fishes, seabirds diving on schools near the surface, and larger lingcod on the reef itself. The tendency to school at the surface is what makes them so catchable, and also what makes the species vulnerable to sustained fishing. That vulnerability is the reason the Pacific Fishery Management Council keeps a close eye on black rockfish and re-assesses the stock roughly every decade.

On the plate the black rockfish is a first-tier white-fleshed fish. The meat is firm, mild, and low in oil, in modest fillets, and it takes to almost every kitchen treatment: pan-fried, grilled, baked, in tacos, in a chowder, or battered as fish and chips. Divers and anglers up and down the Pacific Northwest coast fish for it for the same reason: it is abundant, it is close to shore, and it is very good to eat.
