The quillback rockfish is on this site for one reason: a spearfisherman needs to recognize it before shooting, not after. California prohibits taking or possessing one at any time. It is 1 of only 4 rockfishes the state treats that way, alongside the bronzespotted, the cowcod, and the yelloweye. Oregon prohibits it in all waters at all times and has since 2022. Recreational harvest inside Puget Sound is closed. The Washington coast is the only water this site covers where a diver may legally keep one, and even there, possession is prohibited through May, June and July.
The numbers behind that are stark. A 2021 stock assessment put the California population at about 14 percent of its unfished level, a decline of roughly 86 percent, and on December 14, 2023 NOAA Fisheries formally notified the Pacific Fishery Management Council that the stock was overfished. Three things drove the determination together: the new assessment brought in more data than any before it, that data revealed many years of overfishing nobody had measured, and West Coast quillback were redefined as separate stocks by state rather than one coastwide population, which stopped a healthier northern picture from masking the California one. California halted retention in August 2023, ahead of the federal decision.
Washington has come at it from a different direction and landed near the same place, listing the species as a Species of Greatest Conservation Need under its State Wildlife Action Plan. A newer stock assessment does exist, published around September 2025, and it could not be read during research because the page refused the request. Whatever it says, it has not changed the rule: California's regulation as of today still reads no retention at any time.
Seasonality
Location
Quillback rockfish live along the eastern Pacific from the Shumagin Islands, Prince William Sound and the Gulf of Alaska south to San Miguel Island in southern California. They hold to high-relief rocky bottom and reef, and to the mud and sand immediately around a rock outcrop, from the intertidal down to about 899 feet. Most of the population sits above roughly 300 feet, which puts a good deal of it inside the depths a diver works. FishBase describes the fish as usually solitary on the bottom or hovering just above it, and never far from cover, which is an accurate picture of what one looks like in the water.
The name is the identification. The dorsal fin membrane is deeply incised, cut back between the spines so the spines stand out as separate quills rather than sitting in a continuous sail. Those spines are white to light yellow and often carry dark brown or black saddles. The body behind them is brown to black, mottled and blotched with yellow to white. A diver who has learned that dorsal profile will not confuse a quillback with anything else on the reef, and learning it is the practical reason to read this page.
Two more facts explain why a fish this widespread ended up overfished. It can live at least 90 years, and Washington's own figure runs to 95. And it barely moves: studies put the home range at about 10 square meters, with documented site fidelity. That is the same pattern the China rockfish shows, and it has the same consequence. A rock pile is not restocked by adults wandering in from the next one. What comes off it is replaced only by larvae settling there, from a population that had already been drawn down for decades before anyone measured it properly.
Juveniles feed on copepods. Adults take larger crustaceans, small fish and cephalopods. The species is live-bearing, like every rockfish, though no spawning season or brood size for quillback specifically turned up in research, and that gap is left open here rather than filled in from a related rockfish.
Deep Dive
The quillback is a useful case study in how a fishery can be depleted without anyone noticing, and the mechanism is worth understanding because it applies to half the rockfish on this site.
Start with the lifespan. An animal that lives 90 years and matures slowly builds a population made mostly of old fish. That population looks abundant for a very long time under harvest, because the fish being caught are the accumulated decades, not the annual production. Catch rates stay respectable while the actual reproductive engine shrinks underneath them. By the time the catch falls off, the stock is already far down.
Add the home range. A home range of 10 square meters is a patch of reef roughly the size of a parking space. A fish that stays inside one for its entire adult life cannot repopulate a neighboring reef, and a neighboring reef cannot repopulate it. Every rock pile is effectively its own small stock, and a diver or an angler working a productive spot repeatedly is drawing down that spot alone, with no resupply except larvae that arrive by chance.
Then the stock definition. For years West Coast quillback were assessed as one population. Splitting them by state, which the 2021 work did, revealed that California's fish were in a far worse condition than the coastwide number implied. This is the part most worth remembering: the fish did not suddenly decline in 2021. The measurement improved, and what it found was a decline that had been underway for a long time.
The upshot for anyone in the water is short and non-negotiable. In California and Oregon, a quillback is a fish to look at. In Puget Sound, the same. On the Washington coast it is a legal fish for 9 months of the year inside the general rockfish limit, and it is worth knowing the deeply incised dorsal profile well enough to make that call at speed, in green water, at depth. Shooting is not reversible, and a rockfish brought up from depth cannot simply be released without a descending device. California requires one aboard any boat taking federal groundfish, and the reason is exactly this. A fish that should not have been taken needs a way back down.
