About Harbor Cove Beach
Harbor Cove Beach is the protected swim beach at the end of the peninsula at the mouth of Ventura Harbor, sheltered from the open Pacific by the harbor entrance jetties and the offshore breakwater. That shelter produces a lagoon-like water surface, calm and clear, with no rip current. Locally the beach is also called Mother's Beach or Kiddie Beach. It sits at the end of Spinnaker Drive, past the Ventura Harbor Village shopping center. Restrooms, outdoor showers, picnic areas, and a large free public parking lot are immediately above the sand. Seasonal lifeguard service runs from Memorial Day weekend through Labor Day. Harbor Cove Beach is widely cited as the safest swim beach in the Ventura area.
The protected calm water inside the Ventura Harbor entrance, with its sand bottom and reduced wave energy, is a bay biome.
Swimming is the dominant water activity, and the beach is a popular family swim destination. Hook-and-line fishing from the sand and the harbor edge produces surfperch. Calm-day snorkeling happens, though harbor traffic and runoff reduce the visibility. Surfing does not happen at all because the breakwater blocks swell, and scuba and spearfishing do not happen at this beach because spearfishing is prohibited within Ventura Harbor and the sand bottom holds no structure for shore diving.
The free lot is at the end of Spinnaker Drive, with restrooms, outdoor showers, and seasonal lifeguards on site. Hook-and-line fishing is legal under standard California regulations. Spearfishing is prohibited within Ventura Harbor under Ventura Harbor District rules and California Code of Regulations Title 14 § 28.65.

Bay
